Hey Eliza, if your instance is set to "Allow all users to create quotes for opportunities," you should be able to interact with any quote.

On the heels of this earlier question, is there a setting or option in which an opportunity owner change and a refresh from the proposal list would trigger/bring up all proposals for that opp, not just the individual user?
